By encouraging the development of new large-scale magic, he can increase the Energy Association's influence and profits. His strategy involves deliberately releasing a Kaii, allowing affiliated Magical Girl companies to fight it, and then using the results to support the push for new industry standards and regulations.
Magilumiere decides to strike before Kamakura's plan can succeed. Instead of waiting for an official request, the company prepares a completely confidential operation to ambush and destroy the artificial Kaii immediately after it appears. Magilumiere immediately launches its operation. Koshigaya, Yamimori, Iroha, and the rest of the team move into position, while other Magical Girls also begin responding to the emergency.
Kamakura initially assumes that nearby companies will reach the Kaii first. However, he soon receives a shocking update. The company already at the scene is Magilumiere. The situation becomes even more alarming when the team realizes that this is not an ordinary Kaii. The creature grows at an abnormal rate, producing massive jointed arms from the sea. Its characteristics do not fit the known Class A, B, or C categories. Magilumiere therefore identifies it as an unknown Kaii, meaning its capabilities and progression cannot be predicted using their normal classification system.
The Japan Coast Guard orders the Magical Girls near the bay to evacuate because the creature's size and development are impossible to determine. A helicopter approaches the area, only for the Kaii to attack. The sight leaves the team shaken, but Magilumiere's leadership immediately keeps everyone focused. The operation moves into its execution phase.
Magilumiere rapidly analyzes the Kaii's movements and determines that its attacks are primarily close-range. The team begins constructing the counter-magic needed to control the creature. Aerial cluster attacks are prepared, while Yamimori creates a binding spell capable of covering a 50-meter range. The magic is transferred to the fighters, allowing the team to attack in coordination rather than relying on individual strength.
Iroha receives the magic and moves into action. The team successfully pins several of the Kaii's massive arms, gradually restricting its movements. Three arms are secured, followed by a fourth as the Magical Girls continue their coordinated assault. For a moment, it looks as though Magilumiere's plan is working. Then the Kaii breaks free.
The creature's sudden escape immediately changes the mood of the battle. The team notices that it possesses multiple eyes, mouths, and enormous arms, all developing as the creature continues to evolve. Its appearance suggests that what they are seeing may not even be its final form.

The reveal that Yasuo Kamakura is deliberately manipulating Kaii incidents gives the season's conflict a much more dangerous human dimension, while Mei's determination to push the new Magical Device creates an interesting parallel with Magilumiere's own preparations. The quieter conversation between Mei and Kana also gives the episode some welcome emotional weight, showing how much the two characters have in common beneath their very different working environments. But the strongest material comes in the final battle, where Magilumiere confronts an artificial Kaii that immediately breaks the rules of the known classification system. Its rapid growth, strange anatomy, and ability to escape the team's restraints make the cliffhanger genuinely threatening. With the creature apparently still evolving, Episode 10 sets up a much larger confrontation for the next chapter.
